Why is there no heating in the apartment?

With such a sit­u­a­tion, when the apart­ment is no warmer than on the street, every­one can face. What are the rea­sons for this state of affairs. There are a lot of fac­tors that can lead to such a deplorable sit­u­a­tion, but there are main ones that should be dis­cussed in more detail:

  • first­ly. Depre­ci­a­tion of heat sup­ply sys­tems that we inher­it­ed from the times of the Europe; old in-house heat­ing sys­tems have lit­tle focus on effi­cien­cy and sav­ings. In some cas­es, today more than 90% of the hous­ing stock in our cities is pro­vid­ed by cen­tral­ized heat sup­ply sources. In order to heat res­i­den­tial build­ings, util­i­ties are con­stant­ly forced to patch holes in the cen­tral heat­ing sys­tem.

The effec­tive­ness of exist­ing sys­tems is extreme­ly low. If there is no heat­ing, this can be caused by breaks in the cen­tral line, silt­ing or over­growth of old pipelines.

  • Sec­ond­ly. The qual­i­ty of heat­ing in an apart­ment can be affect­ed by the heat sup­ply reg­u­la­tion sys­tem in the house, the lack of com­pe­tent adjust­ment of the oper­a­tion of the main units. Main­te­nance and adjust­ment of the oper­at­ing heat sup­ply sys­tem in the house is the key to the nor­mal oper­a­tion of the heat­ing sys­tem not only in the whole house, but also in each apart­ment.

Impor­tant! Time­ly iden­ti­fi­ca­tion of the cause of poor heat­ing or its com­plete absence can help solve the prob­lem rad­i­cal­ly. This includes an unau­tho­rized increase in the heat­ed area and the instal­la­tion of addi­tion­al heat­ing equip­ment. A heat­ed bal­cony, under­floor heat­ing, ther­mal cur­tains increase the load on the oper­at­ing heat sup­ply sys­tem, which ulti­mate­ly affects the qual­i­ty of cen­tral heat­ing. The heat sup­ply effi­cien­cy of a house where all of these fac­tors are present can be reduced by 50% or more.

Old Sovi­et-built apart­ment build­ings, and often new res­i­den­tial build­ings, do not have high ther­mal effi­cien­cy. Cold bat­ter­ies in the apart­ment is anoth­er part of the prob­lem. You can raise the tem­per­a­ture in your own home if you insu­late the walls of the house on your own, close up the butt joints. Hav­ing dealt with the rea­sons due to which you do not have nor­mal heat­ing in the house, you should decide what to do next and what steps to take.

The first step is where to complain!

The first thing to do. Find out if you are the only one in the house who has such prob­lems with heat­ing.

Impor­tant! When the solu­tion to the prob­lem takes on a col­lec­tive char­ac­ter, there is always a high­er chance of achiev­ing a quick response from orga­ni­za­tions that are respon­si­ble for the nor­mal heat sup­ply in an apart­ment build­ing.

Com­plaints of res­i­dents about the qual­i­ty of heat­ing are accept­ed:

  • the man­age­ment com­pa­ny in charge of your house;
  • asso­ci­a­tion of apart­ment own­ers;
  • hous­ing main­te­nance office serv­ing your home;
  • heat sup­ply com­pa­ny;
  • munic­i­pal hous­ing inspec­tion.

Each orga­ni­za­tion has a pro­ce­dure for fil­ing and review­ing a com­plaint.

By con­tact­ing the hous­ing office, direct­ly to the ener­gy com­pa­ny that sup­plies heat to your home, indi­cate the main caus­es of your prob­lem. The appli­ca­tion or claim must be prop­er­ly com­plet­ed. Oth­er­wise, a long red tape awaits you at a time of the year that is not the most pleas­ant for this activ­i­ty. If the lack of heat­ing is a mys­tery to you, you need to require the ser­vice provider to vis­it spe­cial­ists who can deter­mine the true caus­es and extent of the prob­lem.

Here it would be appro­pri­ate to cite the exist­ing stan­dards for heat­ing, which, in accor­dance with GOST R 51617–2000, are defined as fol­lows:

  • tem­per­a­ture in liv­ing rooms not less than 180FROM; for cor­ner rooms, this fig­ure should be 2 degrees high­er;
  • tem­per­a­ture in the kitchen at least 180FROM;
  • toi­let and bath­room 250FROM;
  • for com­mon cor­ri­dors and stair­case at least 160FROM.

The Gov­ern­ment Decree No. 354 dat­ed 05/06/2011 con­tains an appen­dix that reg­u­lates the manda­to­ry unin­ter­rupt­ed heat­ing of hous­ing in apart­ment build­ings on the basis of dis­trict heat­ing. The Appen­dix stip­u­lates the per­mis­si­ble time inter­vals dur­ing a break in the sup­ply of heat, name­ly:

  • no more than a day (24 hours) per month;
  • no more than 16 hours a day, if the tem­per­a­ture in the apart­ment does not fall below 120FROM;
  • no more than 8 hours a day, if the tem­per­a­ture in the apart­ment is at around 10–120FROM;
  • no more than 4 hours a day, if in res­i­den­tial premis­es less than 100FROM.

If these con­di­tions are vio­lat­ed in an apart­ment with­out heat­ing, the cost of heat­ing must be reduced by 0.15% of the estab­lished tar­iff for each extra hour.

As a result of the check, an act is nec­es­sar­i­ly drawn up, which is signed by two par­ties: the res­i­dents of the house and rep­re­sen­ta­tives of the ser­vice com­pa­ny. If there are dis­agree­ments about the essence of the prob­lem with rep­re­sen­ta­tives of the ener­gy com­pa­ny, con­tact the hous­ing inspec­tion, which is nec­es­sar­i­ly avail­able in all local gov­ern­ments. Thanks to time­ly mea­sures tak­en, it is pos­si­ble to achieve com­pen­sa­tion from the heat sup­pli­er due to the lack of an ade­quate vol­ume and qual­i­ty of ser­vices.

Rep­re­sen­ta­tives of the hous­ing inspec­torate can draw up an act that indi­cates the day, the num­ber of days, hours, the total time when there was no heat­ing in the apart­ment, or the tem­per­a­ture was below the estab­lished stan­dards. The inspec­tion report is the basis for the recal­cu­la­tion of the cost of cen­tral­ized heat­ing ser­vices. If you failed to achieve a time­ly response to your com­plaints, the rea­son for the lack of heat in the apart­ment has not been elim­i­nat­ed and you have been refused recal­cu­la­tion for heat­ing ser­vices, con­tact the court. A con­sumer pro­tec­tion claim will be a good rea­son for a prompt response from the Hous­ing Office, the ser­vice provider and the hous­ing inspec­torate.

We solve the problem with heating on our own

While the issue will be resolved at the offi­cial lev­el, apart­ment res­i­dents who have prob­lems with heat­ing should not expect weath­er from the sea. The long-await­ed warm­ing in your apart­ment will come only with the onset of spring. It is urgent to decide how to save pre­cious heat when there is no heat­ing in the apart­ment.

The most impor­tant thing to pay atten­tion to is to elim­i­nate drafts and cold air pen­e­tra­tion points. It is almost impos­si­ble to heat an apart­ment using elec­tric heaters if atmos­pher­ic cold air enters through win­dows and doors. Today, there are a wide vari­ety of mate­ri­als on the mar­ket that can reli­ably seal gaps. Secure­ly seal the junc­tions of win­dow frames with pan­els with sealants. With the help of a heater and a sealant, it is pos­si­ble to equip the entrance doors, elim­i­nat­ing the flow of cold air.

Even with such actions, it is pos­si­ble to achieve an increase in the tem­per­a­ture inside the apart­ment by 1–20FROM.

Oth­er­wise, the wiring will not with­stand over­volt­age from con­stant­ly run­ning con­vec­tors and fan heaters.

Heat­ing with elec­tric heaters requires lim­it­ed inte­ri­or spaces. For exam­ple, it is essen­tial to install a con­vec­tor in a chil­dren’s room. In kitchens where oth­er heat sources are present, heat­ing is car­ried out nat­u­ral­ly, in the process of life.

In apart­ments of a small area, it is pos­si­ble to heat the room with the help of house­hold gas, how­ev­er, in this case, the inte­ri­or will quick­ly lose oxy­gen. It is eas­i­er to heat a large con­tain­er of water and leave it to cool slow­ly. The apart­ment will be warm enough for a short time, the humid­i­ty will reach nor­mal lev­els.

What to do when you have no heat in the house, but the bat­ter­ies are cold and the tem­per­a­ture is below freez­ing? The answer is sim­ple! Solve once and for all the issue with the per­for­mance of the cen­tral­ized heat­ing sys­tem with the main ser­vice provider. The com­pe­tence of the heat sup­pli­er com­pa­ny has real oppor­tu­ni­ties to cor­rect the sit­u­a­tion — by rais­ing the tem­per­a­ture of the coolant, elim­i­nat­ing the exist­ing tech­ni­cal mal­func­tions and vio­la­tions in oper­a­tion.

Pre­ven­tive mea­sures can be obtained from the hous­ing office and the ser­vice com­pa­ny to improve the effi­cien­cy of heat sup­ply. As an alter­na­tive, with con­stant inter­rup­tions in heat in win­ter, you can rely on the cre­ation of your own, autonomous heat­ing sys­tem. Elec­tric­i­ty in this case is the most suit­able option. Instal­la­tion of a warm floor, the use of con­vec­tors and infrared heat emit­ters do not require spe­cial per­mis­sion. Instal­la­tion and equip­ment of elec­tri­cal equip­ment can be car­ried out on their own. The eco­nom­ic effect will be if your hous­ing has suf­fi­cient ther­mal effi­cien­cy, the opti­miza­tion of the oper­a­tion of all elec­tri­cal appli­ances in the apart­ment has been car­ried out.
