The onset of cold weather is usually associated for many of us with the emergence of a number of everyday problems, which have to be solved at lightning speed, without postponing for later. A cold apartment is one of the frequent phenomena that residents of apartment buildings have to deal with. The early onset of winter, the drop in temperature outside does not mean that the heating season is about to begin, it is worth relaxing and enjoying the comfort in a warm and cozy apartment. Everything looks good in words and thoughts, but what to do if there is no heating in the apartment, if your housing was not ready for the onset of winter.
As always, winter comes unexpectedly. The apartment cannot be heated immediately, especially when there are problems with central heating. What to do in such cases — we try to find a way out and understand the existing problem.

Why is there no heating in the apartment?
With such a situation, when the apartment is no warmer than on the street, everyone can face. What are the reasons for this state of affairs. There are a lot of factors that can lead to such a deplorable situation, but there are main ones that should be discussed in more detail:
- firstly. Depreciation of heat supply systems that we inherited from the times of the Europe; old in-house heating systems have little focus on efficiency and savings. In some cases, today more than 90% of the housing stock in our cities is provided by centralized heat supply sources. In order to heat residential buildings, utilities are constantly forced to patch holes in the central heating system.
The effectiveness of existing systems is extremely low. If there is no heating, this can be caused by breaks in the central line, silting or overgrowth of old pipelines.
- Secondly. The quality of heating in an apartment can be affected by the heat supply regulation system in the house, the lack of competent adjustment of the operation of the main units. Maintenance and adjustment of the operating heat supply system in the house is the key to the normal operation of the heating system not only in the whole house, but also in each apartment.
Important! Timely identification of the cause of poor heating or its complete absence can help solve the problem radically. There are cases when, over time, many years later, a design error was discovered in the organization of heating, which was made at the design stage or during installation work.

We are talking about the arbitrary connection of risers and an increase in the number of radiators beyond the planned number. An increase in the number of sections of heating batteries in a house by 10–20% above the norm reduces the technical ability to heat the entire housing stock by 30–40%.
This includes an unauthorized increase in the heated area and the installation of additional heating equipment. A heated balcony, underfloor heating, thermal curtains increase the load on the operating heat supply system, which ultimately affects the quality of central heating. The heat supply efficiency of a house where all of these factors are present can be reduced by 50% or more.
Old Soviet-built apartment buildings, and often new residential buildings, do not have high thermal efficiency. Cold batteries in the apartment is another part of the problem. You can raise the temperature in your own home if you insulate the walls of the house on your own, close up the butt joints. The first step is where to complain!
The first thing to do. Find out if you are the only one in the house who has such problems with heating.
Important! When the solution to the problem takes on a collective character, there is always a higher chance of achieving a quick response from organizations that are responsible for the normal heat supply in an apartment building.
There is a list of instances where you should direct your righteous anger.
Complaints of residents about the quality of heating are accepted:
- the management company in charge of your house;
- association of apartment owners;
- housing maintenance office serving your home;
- heat supply company;
- municipal housing inspection.
Each organization has a procedure for filing and reviewing a complaint.
By contacting the housing office, directly to the energy company that supplies heat to your home, indicate the main causes of your problem. The application or claim must be properly completed. Otherwise, a long red tape awaits you at a time of the year that is not the most pleasant for this activity. If the lack of heating is a mystery to you, you need to require the service provider to visit specialists who can determine the true causes and extent of the problem.
Here it would be appropriate to cite the existing standards for heating, which, in accordance with GOST R 51617–2000, are defined as follows:
- temperature in living rooms not less than 180FROM; for corner rooms, this figure should be 2 degrees higher;
- temperature in the kitchen at least 180FROM;
- toilet and bathroom 250FROM;
- for common corridors and staircase at least 160FROM.
The Government Decree No. 354 dated 05/06/2011 contains an appendix that regulates the mandatory uninterrupted heating of housing in apartment buildings on the basis of district heating. The Appendix stipulates the permissible time intervals during a break in the supply of heat, namely:
- no more than a day (24 hours) per month;
- no more than 16 hours a day, if the temperature in the apartment does not fall below 120FROM;
- no more than 8 hours a day, if the temperature in the apartment is at around 10–120FROM;
- no more than 4 hours a day, if in residential premises less than 100FROM.
If these conditions are violated in an apartment without heating, the cost of heating must be reduced by 0.15% of the established tariff for each extra hour.
As a result of the check, an act is necessarily drawn up, which is signed by two parties: the residents of the house and representatives of the service company. If there are disagreements about the essence of the problem with representatives of the energy company, contact the housing inspection, which is necessarily available in all local governments. Thanks to timely measures taken, it is possible to achieve compensation from the heat supplier due to the lack of an adequate volume and quality of services.
Representatives of the housing inspectorate can draw up an act that indicates the day, the number of days, hours, the total time when there was no heating in the apartment, or the temperature was below the established standards. The inspection report is the basis for the recalculation of the cost of centralized heating services. If you failed to achieve a timely response to your complaints, the reason for the lack of heat in the apartment has not been eliminated and you have been refused recalculation for heating services, contact the court. A consumer protection claim will be a good reason for a prompt response from the Housing Office, the service provider and the housing inspectorate.
We solve the problem with heating on our own
While the issue will be resolved at the official level, apartment residents who have problems with heating should not expect weather from the sea. The long-awaited warming in your apartment will come only with the onset of spring. It is urgent to decide how to save precious heat when there is no heating in the apartment.
The most important thing to pay attention to is to eliminate drafts and cold air penetration points. It is almost impossible to heat an apartment using electric heaters if atmospheric cold air enters through windows and doors. Today, there are a wide variety of materials on the market that can reliably seal gaps. Securely seal the junctions of window frames with panels with sealants. With the help of a heater and a sealant, it is possible to equip the entrance doors, eliminating the flow of cold air.
Even with such actions, it is possible to achieve an increase in the temperature inside the apartment by 1–20FROM.
On a note! Having achieved the insulation of the apartment due to emergency measures, you can think about the technical equipment of the apartment with heating devices. For the normal operation of heaters on electricity, your home electrical network must meet the necessary standards. Otherwise, the wiring will not withstand overvoltage from constantly running convectors and fan heaters.
Heating with electric heaters requires limited interior spaces. For example, it is essential to install a convector in a children’s room. In kitchens where other heat sources are present, heating is carried out naturally, in the process of life.
In apartments of a small area, it is possible to heat the room with the help of household gas, however, in this case, the interior will quickly lose oxygen. It is easier to heat a large container of water and leave it to cool slowly. The apartment will be warm enough for a short time, the humidity will reach normal levels.
What to do when you have no heat in the house, but the batteries are cold and the temperature is below freezing? The answer is simple! Solve once and for all the issue with the performance of the centralized heating system with the main service provider. The competence of the heat supplier company has real opportunities to correct the situation — by raising the temperature of the coolant, eliminating the existing technical malfunctions and violations in operation.
Preventive measures can be obtained from the housing office and the service company to improve the efficiency of heat supply. As an alternative, with constant interruptions in heat in winter, you can rely on the creation of your own, autonomous heating system. Electricity in this case is the most suitable option. Installation of a warm floor, the use of convectors and infrared heat emitters do not require special permission. Installation and equipment of electrical equipment can be carried out on their own. The economic effect will be if your housing has sufficient thermal efficiency, the optimization of the operation of all electrical appliances in the apartment has been carried out.
